Subject: Cost of Textbooks and Instructional Materials
  1. Purpose
    The Tennessee Board of Regents seeks to address the student success barrier and equity issues caused by continuously increasing textbook costs. Each institution governed by the Tennessee Board of Regents has developed a policy for minimizing the cost of textbooks and ancillary course materials.

    No provision in this policy shall have the effect of diminishing the academic freedom faculty possess in selecting materials for their courses.
  2. Procedures
    1. Students must have access to information regarding required and supplementary course materials through viable channels, including the Roane State's website, before courses begin. This information must include, but is not limited to, the International Standard Book Number (ISBN). Only formally published textbooks with ISBN numbers will be purchased.
    2. Faculty members should consider practices that reduce the cost of course materials, such as adopting the least expensive option from the available products that meet the requirements of the course.
    3. The bookstore will purchase and maintain an appropriate inventory of all textbooks, supplementary instructional materials, supplies, and miscellaneous soft goods and sundries for resale to students, employees, and departments.
    4. Textbooks and other instructional materials will only be stocked and sold after approval pursuant to the college's textbook and instructional material adoption policy.
    5. The bookstore selling textbooks to students as part of a bundled package also provide students the option of purchasing the textbooks and other study products separately from each other, if possible.
    6. Textbooks and other instructional materials will be purchased from publishers and other normal suppliers. In no circumstance will textbooks, instructional materials, or other items for resale be purchased directly or indirectly from any employee of the college or from any state employee.
    7. Departmentally prepared materials may be sold in the bookstore provided they have been approved pursuant to the college's textbook and instructional material adoption policy. In such instances, the department should provide the bookstore with a camera ready copy of the material to be sold. The bookstore will be responsible for having the material printed. The bookstore markup on such material will be in accordance with established bookstore policies and procedures. No college employee will receive any payment related to the preparation of such material.
    8. Any on-campus digital materials, including e-textbooks, courseware, and supplemental course activities (exercises, quizzes, readings, lab workbooks) should be considered if those options are available for the titles chosen by the faculty for their courses.
    9. Mechanisms for digital delivery include Open Educational Resources (OER), Inclusive Access (IA) through the campus bookstore, and traditional transactional process whereby students purchase access codes from the bookstore or online directly from the publisher.
    10. If institutions implement an inclusive access model, students must be able to opt out of such program.
    11. Roane State will not restrict the options for students to rent or purchase new or used textbooks from the vendor of their choice.
    12. In no instance shall an individual faculty member sell instructional materials directly to students.
