Subject: Publications
  1. Purpose
    This policy describes the process for approval and numbering of publications for Roane State Community College (RSCC) as required by local, state, and federal law, and TBR policy 9.01.02.00 Publications. The cited authorities set forth criteria, against which RSCC will review the appropriateness of each publication, require that descriptive information be maintained in the office of Marketing and Communications and provide for affixing an identifying number to each covered publication.
  2. Definitions
    Definitions included in the overarching RSCC policy GA-15-02 Marketing and Communications apply. Access the complete RSCC policy at roanestate.edu/policies.
  3. Publications
    1. Publications, including text, images, video and other content must follow local state, and federal laws and other applicable RSCC policies: GA-15-02 Marketing and Communications, GA-15-03 Branding and Trademarks.
    2. Whether new or revised, publications representing Roane State to potential students, potential employees, business partners, or the general public must be reviewed, approved, and assigned a unique publication number (as deemed necessary) by the college’s Chief Marketing Officer (CMO) or designee.
      1. The office of Marketing and Communications will document appropriate procedures for units, programs, and initiatives to request publication creation and/or review.
      2. The CMO maintains the authority to remove any publications this policy covers from distribution.
    3. All publications, whether developed internally by the college or externally for the college, must align with Roane State’s pre-established marketing, branding and communications policies to ensure key messages are disseminated in a manner that maintains consistency.
    4. All media releases should be channeled through the Marketing and Communications office to ensure the college is accurately and appropriately represented, and that information is presented in a format acceptable to the media. This is in no way intended to infringe upon an employee's individual right to free speech.
    5. The CMO is responsible for creating, maintaining, and enforcing the college’s visual, editorial, and process guidelines.
    6. Publications, including all design files and assets, are the property of RSCC and should be stored and maintained by the Marketing and Communications office.
    7. The CMO or designee has the final authority to interpret the terms of this policy.
  4. Truthfulness and Substantiation
    All advertising, including publications, must follow local, state, and federal laws regarding truth in advertising and other consumer protection laws as outlined in RSCC policy GA-15-02 Marketing and Communications.
  5. Reporting
    1. CMOs shall evaluate publications annually to determine if the return on investment justifies continued publication.
    2. To assist with local, state, and federal laws regarding marketing publications, including advertising, a report should be given to the System Chief Marketing Officer (SCMO) on publications by June 30 of each year.
  6. Exemptions and Exceptions
    Exemptions and exceptions outlined in the overarching RSCC policy GA-15-02 Marketing and Communications apply.
  7. Responsible Party
    The Director of Marketing and Communications shall be responsible for development and maintenance of this policy for issuance by the VP of Institutional Effectiveness, Planning and Student Success Initiatives.
